50 MW Biliran Geothermal Power Plant, ORKA Energy


GHD acted as Owner’s Engineer for the Biliran Geothermal Power Plant jointly owned by FEDCO and ORKA Energy. Our scope of works included the design of the access roads and pads, temporary basecamp, domestic water supply, electrical supply and vehicle equipment stockyard, and rehabilitation works for the airstrip and jetty. GHD also managed the geotechnical investigations for geohazard assessments, slope stability assessments, and LiDAR surveys. In addition, the team carried out environmental audits and sought tree cutting permits.


54 MW Pililla Wind Farm, Alternergy Wind One Corporation


Alternergy Wind One Corporation engaged GHD as Owner’s Engineer for the construction of its 54 MW wind farm in Pililla, Rizal, Philippines.GHD provided a project management team to oversee the construction of access roads, shallow and piled foundation, transmission line, and switchyard as well as the installation of 27 two-megawatt turbine units. The GHD team had the project installed and commissioned two weeks ahead of proposed schedule.


Acoje Nickel Project, ENK


GHD conducted a bankable feasibility study to cover the key components of the development of ENK’s Acoje nickel mine in the Philippines. This included a concept design for the tailings storage facility, water management planning and supply, power optioneering and transmission line investigations. In addition, GHD undertook environmental studies that included habitat mapping, surface water sampling and project management recommendations.


Ambuklao Dam Geotechnical Investigations, SN Aboitiz


GHD has undertaken a number of consulting services for SN Aboitiz (SNAP), including environmental studies, hydrological studies and structural assessments.

GHD also conducted geotechnical investigations to support SNAP’s intended plans to rehabilitate the structures of Ambuklao Dam.

Burgos Wind Project Environmental and Social Impact Assessment


Energy Development Corp. (EDC) commissioned GHD to complete several assessments and plans for the expansion of its wind farm project in Burgos, Ilocos Norte, including: the environmental impact assessment and Environmental Performance Report and Management Plan. GHD’s engagement extended to the Environmental and Social Impact Assessment for the 150 MW Burgos wind project, the operating transmission line connecting it to the National Grid Corporation of the Philippines (NGCP) substation in Laoag City, and the jetty.


Design of Ash Storage Facilities, San Miguel Consolidated Power Corp.


Two 300 MW coal fired power plants owned by San Miguel Global Power Holdings, a subsidiary of San Miguel Corporation, required the provision of ash storage facilities capable of receiving bottom and fly ash for a design life of 25 years. GHD performed a site investigation, then conceptualised, designed and proposed an innovative, cost-efficient solution that used a dry stack methodology instead of a conventional ash lagoon. GHD’s commission was then extended to detailed design of the ash storage facility.


Flood management study of various Maynilad Water facilities, Maynilad Water Services Inc.


Maynilad commissioned GHD to provide a flood management strategy for identified facilities to determine the improvements and developments necessary to ensure that all these facilities will remain flood-free and operational during and after a typhoon.


Nuvali Transport Planning, Ayala Land Inc.


GHD provided transportation and traffic modelling to determine the appropriate number of road lanes required by Nuvali, an Ayala Land, Inc. development south of Metro Manila. The key feature of this development is the adoption of sustainable and environmentally sound design practices. We also prepared conceptual plans for all utilities, including water supply, wastewater collection and treatment, drainage system, power distribution and telecommunication systems.


Pagbilao Phase I and II Environmental Site Assessment, Therma Luzon Incorporated


Thermal Luzon Inc is considering partnering with the current owner and operator of the Pagbilao Power Station for the construction and operation of a third unit and associated facilities within the plant. Prior to finalising the agreements, GHD was appointed to prepare the Phase I and II Environmental Site Assessment, focusing on the area’s soil and groundwater, to determine possible or recognised environmental conditions.


Redondo Peninsula Energy Geohazard Study


GHD was commissioned by RP Energy to undertake a detailed natural terrain hazard assessment of its proposed 600 MW coal fired power station site near Subic Bay. This project involved unmanned aerial vehicle imagery procurement and mapping, GIS analysis, detailed geomorphological and hazard mapping, definition of failure mechanisms for a major cut slope failure and above slope landslides and rock/boulder falls, and detailing/designing of practical related remedial works.


Structural Investigation of Balara Treatment Plant, Manila Water Company Inc.


Manila Water engaged GHD to conduct the structural investigation of the 21 structures in Balara Filtration Plant 1 & 2, located in Old Balara, Quezon City, Philippines.

GHD was also engaged to conduct a flood study and prepare detailed engineering designs and cost estimates for the flood control systems of the Balara Treatment Facility.

360 MW Magat Dam powerhouse structural assessment, Philippines


SN Aboitiz Power – Magat Inc. engaged GHD to conduct a condition and structural assessment of the existing powerhouse at its 360 MW hydro power plant facility in Isabela. The powerhouse had previously been leaking excessive amounts of water through numerous cracks and construction defects.

GHD successfully completed all three stages of the project:

  1. Desktop and visual assessment, and condition report
  2. Materials testing and verification of as-found structure
  3. Structural assessment and preparation of conceptual strengthening and remediation documentation

In 2012, GHD was engaged by Oceana Gold to prepare an updated environmental impact statement focusing on water quality, terrestrial flora and fauna, noise and air quality, and freshwater ecology in the primary and secondary impact areas.

Pit design for Carmen Copper Corporation, Cebu, Philippines


GHD undertook a number of commissions for Carmen Copper Corporation (Atlas Mining Corporation) in Cebu, Philippines. Options studies were completed for a second tailings storage facility which included review of all geotechnical, geological and hydrogeological data, as well as social scoping studies. This also included open pit slope stability studies for three open pits: Carmen, Lutopan and Biga. Water balance studies and structural assessments were also carried out for the Biga pit.

San Carlos Solar Energy Farm


GHD was engaged to provide detailed engineering design services for civil works and associated structures for the  San Carlos Solar Farm. This is the first solar farm in Negros Occidental, developed by San Carlos Solar Energy Inc. (SaCaSol), a subsidiary of Bronzeoak Philippines . Covering approximately 67 hectares, the project is being developed in phases: 13 MW for Phase 1, 9 MW for Phase 2, 16.7 MW for Phase 3 and 6.3-MW for Phase 4. FGHD’s  civil design work included flood modelling, review of concept layout; design of internal roads and access from the nearest highway/municipal road; road pavement design; site grading; storm drainage system; foundation design of the solar panel modules, design of control building, inverter stations and guard house, and preparation of bill of quantities/specifications.

GHD also provided project management support to assist the key staff of the civil contractor, San Julio Realty Inc.

Carl Willis

Carl has 15 years’ experience in project engineering and has been working in the Philippines since 2012. He was Project Director for a geothermal plant in the Visayas region, one of GHD’s largest multidisciplinary projects in the Philippines. Prior to this Carl was the Project Manager for the design of the South Road Superway in Adelaide, Australia.

Carl has experience in managing engineering design and construction projects of varying size and complexity, including bridge construction, aircraft pavement works, major city road upgrades, highway design, large-scale urban development, design of stormwater drainage systems and mine transport planning.
